Job Summary

The Senior Human Resources Analyst will serve as the subject matter expert analytical and technical support for Human Resources policy and program decisions. Responsible for the development, implementation and maintenance of human resource tools and processes associated with the collection, retrieval, accessibility, and usage of employee information. Maintains internal database files and tables and develops custom reports to meet the requirements of Human Resource management and staff.

Duties & Responsibilities
  • Assists HRIS Manager in audit and maintenance of employee and candidate-related data to ensure consistency, integrity, and compliance.
  • Collect, enter, prepare, and analyze occupational information to expedite the staffing, benefits, personnel administration and management functions of the Authority.
  • Review all personnel action changes for accuracy, completeness, and compliance with all wage rates, union rules, applicable state and federal statutes and Authority policies and practices.
  • Create, run and distribute both periodic and ad hoc reports, charts, and graphs? determining the most efficient way to acquire and present data for various business needs as requested.
  • Maintain and audit the integrity of HRIS personnel data and mass HRIS changes.
  • Work with HR, Finance, IT, Labor Relations, and the Comptroller’s Office (CTR) to maintain and improve HRIS, including configuration, end-user access, security, and system efficiency.
  • Acts as a subject matter expert on HRIS-related matters and provides comprehensive solutions (within pre-established programs or guidelines) on issues regarding HR tools and processes.
  • Investigate, assess, and resolve issues within the HRM software to ensure accurate and consistent data.
  • May provide assistance to junior-level staff with general tasks that require a better understanding of functions, as directed by immediate supervisor.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner
  • Assist the management team with the development of on-going analytics and reporting.
  • Support HR management team with any and all other duties and projects as assigned.
Minimum Requirements & Qualifications
  • Bachelor’s Degree from an accredited institution
  • Four (4) years of experience in Human Resources analysis and/or personnel related analysis.
  • Must be detail oriented, with excellent quantitative/analytical, organizational, research and project management skills.
  • Exceptional ability to gather and interpret data, as well as improve HRIS processes.
  • Experience in analyzing HRIS and HR performance metrics.
  • Demonstrated advance knowledge and skills of Microsoft Word, Excel, and Access
  • The ability to pass the MBTA Advanced MS Excel test. (Pivot tables, VLOOKUP, macros and etc…)
  • Ability to maintain confidentiality and communicate sensitive & complex information.
  • Exceptional interpersonal and communication skills
  • Ability to work interdependent and as part of a team.
  • The ability to work effectively with a diverse workforce.
Substitutions Include
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • An Associate’s degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
  • A Master’s degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

Preferred Experience and Skills

  • Proficient in HRM software, such as Oracle PeopleSoft
  • Familiarity with Tableau analytical reports and/or dashboards
  • Experience with a Unionized Environment

  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
